LBA, CRA and Council Formal Meeting

0:02Welcome to today's meeting. We're happy to have you here whether you're joining us in person or online. We hope you'll continue to participate in whatever way you feel most comfortable. I'd like to highlight an addition to our business tonight as the City Council. We'll also be doing some business as the local building authority and also as the community reinvestment agency or CRA board.

Five to zero with two Council Members absent. I'm just going to take a quick minute to explain what just happened to those of you in the audience. So we don't frequently convene as these... Well, we do convene pretty regularly as the CRA Board.

3:49We don't convene as you saw from our minutes very often as the local building authority. So we had to approve our minutes from almost a year ago because that's how frequently we don't convene as the LBA. And then for our CRA meeting, we just had to approve a consent item. So that was an item that's already been discussed at previous meetings.

4:09And we just needed to formalize it in this meeting because we don't have another meeting for a couple more... a couple weeks. So anyway, that might have seemed really confusing and you might be wondering what we just did. That's what we did. And now we're convened as the Salt Lake City Council. Thank you again for everyone who's joining us.

4:27Before we move through the agenda, I just want to go through our registration information and share our reasoning on why we chair these meetings the way that we do. We welcome everyone regardless of what opinion or side you might be in on any particular issue because we will have people with varying opinions on important issues.

4:45The Council's goal is to make this meeting a place where everybody feels comfortable participating. The most valuable... Sorry, this is the most local level of government. And it is a key value of ours to ensure that we have created a respectful and safe environment so that no one feels intimidated. From sharing their opinion.

5:03This also allows us to ensure that the meeting can continue and that we conduct the scheduled city business. We invite each of you to contribute to this space to speak your mind. And we welcome others to do the same. You can also show respect to the other individuals here by following these rules.

5:24We'll pause the meeting for any action that causes a disruption to our ability to conduct the city's business. Or any safety concerns involving threats or unprotected speech. If there are repeated actions or comments it may result in removal from the meeting. To avoid intimidating others please don't use threatening or discriminatory language.

5:43Do not insult others based on religion, ethnicity, race, color, gender, sexual orientation, physical disability. And whether you agree with this or disagree with someone's comment please avoid clapping, cheering, shouting, booing, snapping, gesturing, obstructing or discouraging anyone from commenting. That's not allowed.

6:02So if we hear any of that we'll have to stop you from doing that.

6:08Also council members refrain from reacting or responding to allow everyone to express their opinions freely. This is your opportunity to address us as a council. It's not our opportunity. We get plenty of opportunities to speak so we don't respond to things that you say. This is for you to talk to us and we want to make sure that everybody feels comfortable sharing so we don't take a position one way or the other.

6:34We want everybody to feel like they can be heard before we do that.

6:39When making your comments please address the body and not any individual elected official. If you have a handout for the council please raise your hand and council staff will assist you. Council staff is available during the meeting or after the meeting to help with any questions or information sharing. Full meeting rules are listed at the door and our staff will post a link in the zoom.

7:00As a reminder our public comment registration process. It's a little bit different depending on which type of comment it is. So if it is for a specific comment that is item that is on the agenda for public comment your comments must pertain to that item. If you're here for the general comment section you may comment on any item whether it's on the agenda or not.

7:29The maximum time for both comments is two minutes. For the general comment section we will accept sign-ups for that until 7.30 pm and the general comment is limited to a maximum of one hour. So everybody that wants to speak to for general comment you need to sign up before 7.30 and you need to understand that we only do an hour of that so it's possible that not everyone will be able to speak depending on how many commenters we have.

8:00For the specifically scheduled items those require a public hearing and we'll take as many of those as we have so there's no time limitation on those. So this brings us to agenda item F2 which is approving the work session minutes of January 13th, 2026 and February 3rd, 2026 as well as the retreat follow-up meeting minutes of February 3rd, 2026.

9:50Okay we are at our first public hearing item which is G1. That is an ordinance for Wilmington Avenue partial street vacation at approximately 2192 south 2,000 east 20th east. Oh yeah before we take comments on that I'm going to turn the time over to Nick Tarbet thanks Nick deputy director. He's going to give us a short intro.

10:36Okay thank you. The council will consider an ordinance that would vacate a portion of the public right away on Wilmington Avenue adjacent to the property of approximately 21 91 south 2,000 east. If approved the area would be included with the Jason property owner's boundary. During the council's work session briefing council members expressed general support for the proposed partial vacation.

10:59And the discussion included a suggestion which was raised to consider utilizing the recently adopted city code and not charge the applicant for the vacated property since it is in a low density residential area. If the council would like to adopt this tonight, I believe it's motion number two is the one you could use. Thank you.

11:35Thank you council members Vince Rampton the uh I guess I'm the trustee of the applicant because it's in our family trust. We certainly appreciate the council's attention to this matter. This is a portion of our yard that's been with us for many years and uh we've mostly more or less stumbled on the problem when we tried to get a building permit and they said you can't build a fence on land you don't own.

11:57So with that we would submit it to the council and ask for a favorable vote. Thank you. Thank you Janice. I I just would like to echo Vince's appreciation for us being able to go forward with this so that we can build our fence and keep our dogs inside where they belong. So we appreciate any consideration and thank you so much. Thank you.

Okay well you were kind of throwing me off when you were leaning in like I thought you were going to speak before so that's why I was like really delaying.

13:35But go ahead. Thank you. So I just want to express appreciation to two different groups. First of all the ramped ins. I've said this to my peers so I want to say it on the record. If every issue we had before the city had neighbors and residents who have approached it as thoughtfully and professionally as you and it would just really I think change a lot of not just the length of our meetings.

14:04But also you know just the the general tenor of it. There were definitely bumps in the road that you encountered as a part of the city process that you weren't made aware of even though you had engaged the city before. And not at one time did you say like this is ridiculous we're out. Instead you were like we're going to you know follow through and we want to get it right.

14:28And so thank you for your dedication to wanting to get it right and participating in the process. I also just want to give my appreciation to our council policy analyst Brian Fulmer who really helped us find a solution in this space where it felt like you know it wasn't quite clear what the pathway was forward. And he did an incredible job and I just wanted to honor him for that expertise that he brought to this particular issue. So Chair thank you so much for that moment.

14:57Thank you. All right we'll go ahead and move on to agenda item G2. This is an ordinance for the community clean energy program. Before we take comments on this I'll turn the time over to Michael Sanders council policy analyst who'll give us a short introduction.

15:18Okay thanks council. The council is being asked to consider an ordinance to formally enroll Salt Lake City in the community clean energy program which would enable Salt Lake City residents to have a new option for choosing clean energy through their power bill. This would automatically enroll most residents and businesses in a new renewable energy program on an opt out basis which would initially cost $4 a month for residential customers.

15:41Low income customers who qualify for and are enrolled in the heat or help programs may participate at no cost. The community clean energy program is set up as an opt out program which means most customers would be automatically enrolled until they choose to leave. After customers are notified there will be a period when they can opt out for free and after that period ends a fee will apply if they decide to leave the program.

16:04The council has most recently briefed on this item on April 14th, 2026.

16:10Thank you. All right. I only have one comment or signed up. So if you want to speak to the community renewable energy plan, hurry and sign up now, but we'll go to our first commenter.

16:24I'm coming to. Josh Kraft.

16:31Good evening members of the council. My name is Josh Kraft. I am a resident of district 5 and also I serve as the government relations director for Utah clean energy. We are a local nonprofit organization that's dedicated to healthier communities through clean energy and energy efficiency. And I want to proudly support and encourage adoption of Salt Lake City's participation in the community clean energy program.

16:55I know you all have had robust discussion about this over the last few years, but it is a tremendous opportunity to bring online renewable energy resources, clean energy resources at scale for our customers. It is an opportunity for Salt Lake City and the host communities for the 2034 Winter Olympic Games to show leadership on reducing emissions and climate change.

17:21And finally, it's I want to commend the staff of all of the communities for working diligently to create a program that would create that would work for all residents at an affordable cost and to allow folks who do not want to participate to opt out. And so thank you.

17:41Any other commenters? Okay. I'll look for a motion. Mr. Chair, I move the council close the public hearing and adopt the ordinance enacting Title 9, Chapter 50 of the Salt Lake City Code Community Clean Energy Program. Second. Can I just say thank you to council member Dugan, not just on behalf of the city, but on behalf of all of the cities who don't have the privileges and luxuries we do. This actually is coming to pass because of your volunteer work, the work of our staff that worked alongside you.

18:21But we all know that this is billed as a part-time job. Isn't and this alone has been a full-time job. So thank you for bringing this to us.

And I think we all share the same vision and that vision is that we want to breathe clean air and we want our family and our friends and our kids to breathe clean air.

19:25The URC program is one big step in helping us achieve that vision. And it gives residents and businesses the opportunity to choose whether they want to join the program or not.

19:41This program will bring on new energy, new clean energy into the state that hasn't we haven't seen in the last couple years and from Rocky Mountain Powers integrated resource plan for the future isn't coming online in the future. So this is a great opportunity for Utah to bring clean renewable energy onto our grid at this moment.

20:03And to me that is a big step for Utah and a big step for these 19 communities. So I appreciate everyone's support and I really appreciate the city's sustainability department and all their work here. So thank you very much, Mr. Chair. Thank you. All right. We will move to the potential action items We're at item number h1 This is for the fiscal year 2020 to 2020 2026 2027 funding allocations for federal housing and community development grants and city funding our future housing programs.

24:03Okay, um, my name is all of peterson jakobi I I think I believe I live in district five Uh, I'm here to comment tonight on a couple things the first of which um just to once again really encourage the council to do everything it can to stop the ice detention facility They'll intend to open in salt lake city

24:30I understand that some efforts have been made and i'm sure there's more going on just kind of behind the scenes But I really I don't think Uh, anyone can overstate how important it is that this has stopped and if it can't be stopped that this is fought in every possible way um this we don't I mean utah has a legacy of mistreating immigrants people of color uh, this topaz um, and I I really think it's uh It'd be quite a shame if we didn't

25:08Find some way to finally abandon not like a seer um break from it And the second thing is I saw um the mayor's story today talking about celebrating office acceptance month kind of the minds what I was saying earlier um the internment camp the detention center whatever you want to call it it needs to be stopped, uh because Autistic people are also going to be uh, kidnapped deported trafficked, uh through the center um doing providing training to police officers and firemen That's supposed to be like disability friendly or teaching them how to interact with disability people Uh is kind of nothing if we don't do everything we can to protect all of the um most vulnerable individuals in our community, um, so please do anything you can

26:09Hey friends, um long time to speak I am of course here to talk about the proposed ordinance to um to end Any city camping in vehicles at all? um My concern as i'm sure you can imagine is that um taking away Some stability or safety from somebody's situation never helps get them out of homelessness So impounding cars and forcing them onto the streets instead of allowing them to stay in their vehicle is Is going to be highly detrimental to a population that's already really struggling I would like to propose some sort of cooperative, um, I understand the need for public safety, but I would like to propose some sort of safe parking site temporary safe parking site that uh could be full-time supervised by uh, you know a well-known and

27:12reliable service provider And and managed in many ways very much like the pods are managed And then have some sort of pathway out of the safe parking site so that those folks are prioritized as the first people into shelter and pod spots um, and ultimately this temporary

27:33This temporary program will give us a chance to get the people off the street who are trying to get help and For the people who are no longer trying to get help That's what the enforcement would be for and so i'm proposing also sort of a Maybe delaying the ordinance Um or implementing at the end of the year or something so that a program like that could get up and running first And thank you all so much for your time
