Official description: This annual program funds the overlay of City streets that have not yet fallen to the level of deterioration where full reconstruction is required. Overlays include mill and overlay of street pavement, spot curb and gutter and sidewalk replacement, drainage improvements as necessary, and appropriate complete streets bicycle and pedestrian access improvements.
