GEM Sugar House – Master Development Agreement

2200 S Highland Dr. · Sugar House Community

HousingDevelopment

A developer is seeking approval of a Master Development Agreement to build an approximately 165-foot mixed-use building with 107 for-rent apartments at 2200 S Highland Dr. In exchange for three additional stories of height, five units would be dedicated to a "Homes for Heroes" program, replacing previously proposed affordable housing units.

Official description: Max Muller of Gardner Group is requesting approval of a zoning amendment petition regarding a Master Development Agreement for the construction of a mixed-use building at 2200 Highland Drive. The property is in the MU-11 (Mixed Use 11) zoning district. The proposed development will be approximately 165 ft. tall and include 107 for-rent residential dwelling units. The intent of the Development Agreement is to dedicate Five of the units to a “Homes for Heroes” program in exchange for three additional stories of building height. This will replace the previously proposed Affordable Housing Incentives (AHI) units. The proposal is for 1 studio unit, 3 1-bedroom units and 1 2-bedroom unit to be a part of the program. The applicant is requesting approval of a Master Development Agreement through the zoning amendment process. This will establish specific rules for the construction of the building. If approved, the proposed development agreement could supercede several of the City’s rules and regulations. Therefore, the proposal is subject to zoning amendment approval. Approval of a Conditional Use for a first-floor drive-through financial institution was previously approved by the Planning Commission. Separately, an application is being reviewed administratively for Design Review (with AHI).
